Matt Troy serves as a Principal Consultant at COSECURE, where he brings more than a decade of experience advising senior executives across Federal, state, and local government. His experience includes developing strategic plans and performance management frameworks for cabinet-level agencies, authoring program management plans for $1B+ of Federal programs, and conducting robust organizational assessments. His security consulting experience includes enterprise risk management, national and regional tabletop exercises, and countering violent extremism.

As a seasoned and respected public sector consultant, Matt has served in advisory positions for the Data Coalition and International Association for Strategy Professionals. His experience has helped organizations set a clear direction, deliver measurable results, and establish a culture of learning and continuous improvement. Matt holds a professional certificate in Strategic Planning and Performance Management from Georgetown University, a Master of Public Administration from The Ohio State University, and a Bachelor of Science in Political Science from Greensboro College.
