Doug Babcock

Doug Babcock is an emergency manager and public safety professional with more than 30 years of service. He was a police officer with the Essex Police Department in Vermont, where he attained the rank of sergeant, served on the tactical team and as a traffic crash reconstructionist. He was also an officer with the Winooski and Shelburne police departments. He served on multiple rescue squads as an AEMT, including more than 15 years with Essex Rescue, was a firefighter, the Emergency Management Director for the town of Cambridge, VT, and served in the United States Coast Guard. During his career he has gained expertise in many areas including infrastructure protection, crime prevention through environmental design (CPTED), physical safety, hazard vulnerability assessments, emergency operations planning and more.

In 2015 Doug became the Director of Public Safety at Saint Michael’s College where he led, among others, the emergency management response to the COVID-19 pandemic. In 2021 he took the role of Associate Director of Safety and Security at Dartmouth College.  He also helped design the curriculum for Vermont’s emergency management certification program. Doug has designed, led and participated in numerous emergency exercises in addition to his real-world emergency experience. He has taught multiple college and professional courses including Criminology, Emergency Management and was an instructor at the Vermont Police Academy. He has also conducted numerous trainings and been a conference and keynote speaker.

Doug holds a master’s degree in business administration, certifications in emergency management (C.E.M.) through the International Association of Emergency Managers (IAEM) and physical protection (C.P.P.) through ASIS International. In addition to his public safety career, he has owned a private security consulting firm, and served on multiple non-profit boards including as President of the North East Colleges and Universities Security Association (NECUSA) and co-founder of the Vermont Emergency Management Association. He is also a leadership coach and consultant.
