Philadelphia, September 29, 2026 — COSECURE, a national consulting practice specializing in holistic physical security, cybersecurity, and emergency preparedness, is pleased to announce that Matt Troy has joined the firm as principal consultant, public sector.
Troy brings more than a decade of consulting experience supporting federal, state, and local government clients. His background spans client delivery, program and engagement management, business development, capture, and organizational growth.
Before joining COSECURE, Troy served as vice president at Management Science & Innovation, Inc., where he was responsible for client delivery, contract execution, business development, talent management, and the overall performance of his portfolio. He previously spent more than a decade at Grant Thornton Public Sector, progressing from associate to senior manager. During that time, he also served as chief of staff for the strategy practice amid a period of significant growth.
In his new role, Troy will work closely with Don Hough, Vice President of Public Sector, and the broader COSECURE team to deliver and expand the firm’s work with government clients. He will lead and support complex engagements, strengthen account and engagement management, identify new opportunities, and help develop the partnerships and practices needed to bring COSECURE’s expertise to more public-sector organizations.

His ability to balance client service with sustainable business growth will add valuable capacity as the firm’s public-sector portfolio expands.
Troy holds a Master of Public Administration from The Ohio State University and a Bachelor of Science in political science from Greensboro College. He is a certified project management professional and Six Sigma Black Belt.
