Philadelphia, PA [May 11, 2026] – COSECURE, a leading provider of enterprise risk and security consulting services and a division of Cozen O’Connor, today announced that Marlon Lynch, a nationally respected leader in campus safety and public security administration, has joined the firm as a principal consultant. Lynch brings more than three decades of leadership experience in law enforcement, campus safety, emergency management, and organizational security strategy.

Lynch joins COSECURE after serving as vice chancellor of public safety for the University of Colorado Boulder where he was responsible for overseeing CU Boulder’s police department, event and emergency management, flight operations, office of threat assessment, and all administrative operations of the public safety division.  Throughout his career as a thought leader and change agent, Lynch has held executive level public safety positions as sr. vice president, vice president, chief safety officer, AVP, and chief of police at both public and private institutions of higher education in urban and suburban communities.

Lynch has overseen complex public safety organizations responsible for police operations, emergency preparedness, security technology, and community engagement across large and diverse institutional environments. His leadership roles have included overseeing hundreds of personnel and multimillion-dollar safety and security programs designed to protect students, staff, and critical infrastructure.

Lynch is also widely recognized within the public safety profession. He served as president of the International Association of Campus Law Enforcement Administrators (IACLEA), chair and commissioner of the Commission on Accreditation for Law Enforcement Agencies (CALEA) and has held other leadership roles that have advanced collaboration across the campus safety community.

Lynch began his law enforcement career in municipal policing before moving into leadership roles in higher education. He holds a master’s degree in criminal justice from Boston University and a bachelor’s degree in criminal justice from Michigan State University, and he is a graduate of the FBI National Academy and Northwestern University’s School of Police Staff and Command.
