February 17,  2026 COSECURE Enterprise Risk Solutions, Cozen O’Connor’s dedicated security consulting division, is pleased to announce that Gloria Graham, CHPA, CPP, will join the firm as a Principal Consultant, effective February 17, 2026. In this role, Graham will focus on expanding COSECURE’s health care practice while applying her deep expertise across the firm’s broader security, risk, and preparedness capabilities. Graham’s arrival further strengthens COSECURE’s industry-leading bench of credentialed professionals.

This strategic hire also reflects the continued growth and momentum of COSECURE’s health care practice, driven in large part by the leadership of Drew Neckar, CHPA, CPP, Principal Consultant. Neckar has played a key role in establishing COSECURE’s credibility in the health care sector while also building a nationally recognized expert witness practice and serving as a highly sought-after speaker and educator across industries.

Most recently, Graham served as System Director for Public Safety, Emergency Management, and PBX Operations at Lee Health System in southwest Florida. Lee Health is a nonprofit health care system with more than 120 practice locations, five hospitals, including the region’s only Level II trauma center, and a children’s acute care hospital with 1,812 beds, 16,000+ employees, 4,500 volunteers, and more than 1,100 primary and specialty care providers.

Prior to Lee Health, Graham spent more than 25 years in campus policing and public safety leadership, including serving as the inaugural Associate Vice President for Safety and Security at the University of Virginia and Chief of Police at the University of Tennessee, Knoxville. She also held senior leadership roles at Northwestern University, the University of Chicago, and Duke University police departments. Graham began her law enforcement career in Indiana in 1995.

Graham holds a bachelor’s degree in criminal justice studies from North Carolina Wesleyan University and a master’s degree in leadership development from St. Mary of the Woods College. She is a graduate of the Northwestern University School of Police Staff and Command (2012) and the University of Southern California Race and Equity Institute (2018). She is an IAHSS Certified Healthcare Protection Administrator (CHPA) and an ASIS Certified Protection Professional (CPP).

A committed leader in the profession, Graham serves as Chair of the ASIS Healthcare Steering Committee, co-facilitates the IAHSS Workplace Violence Prevention and Mitigation Certificate Program, and has held multiple volunteer and board roles supporting community and youth organizations, including the Lee County School District and the PACE Center for Girls.

Graham’s appointment reinforces COSECURE’s commitment to providing clients with top-tier talent, trusted guidance, and real-world expertise to strengthen safety, resilience, and operational readiness.
