Martin Spellacy, MS-EM, CEM, has over 20 years of emergency management experience in planning and responding to a wide range of natural and man-made events. He has operated at the state and local levels with specialties in civil-military support, countering weapons of mass destruction (WMD), Emergency Operations Center management, and HSEEP training. While on active duty with the Massachusetts National Guard, he commanded the 1st Civil Support Team, where he was responsible for the unit’s readiness to respond to potential WMD threats. Upon completing his tour, he was appointed Director of Military Support for the Massachusetts National Guard and assigned to the Massachusetts Emergency Management Agency, where he helped coordinate military support in response to various events, including the 2013 Boston Marathon bombing. Upon retirement from the Army, he served as the Deputy Director for Training and Exercise for the Arlington, Virginia, Office of Emergency Management. He then returned to Massachusetts in 2020 to serve as interim Director of Emergency Management at Tufts University. In 2021, he was selected to be part of the State of Florida Program Management Team to develop and implement the COVID-19 mobile vaccine program. He then served as a special consultant for implementing the Enterprise Risk Management program at the University of Massachusetts.
